There remains room for Ontario’s auto rates to be lowered to a more “reasonable” rate, Ontario Premier Dalton McGuinty has indicated to the media
“Given the system that we inherited, we knew that the price of car insurance was a real pocketbook issue for our families,” McGuinty was quoted as telling a CP reporter in the London Free Press.
“We’re glad we made some progress and we’re looking forward to doing more. Insurance rates have come down by 14% (since 2003) and we think we can get them down even further.”
McGuinty promised, after being sworn in as premier in October 2003, that his government would declare an immediate freeze on car insurance rates. It’s a promise that hasn’t fallen off the radar screen, McGuinty told CP reporter Michael Oliveira

Place a new feeder near an old one. Keep both full unti the birds become used to the new one, and begin to feed from it.
It is important to keep the feeders clean. In fact, it is vital to the health of the birds. Old seed which has rotted can make the birds sick. Every 3 ? 4 weekds, allow the feeder to empy, shake out any excess seed and then rinse with warm water and mild soap.
Place feeders 6 ? 7 feet from any tree or railing to keep the squirrels away. I don?t take my own advice, but I have made peace with the squirrels long ago. Gracie, my 11 year old mutt, spends her day working the squirrel population, and that helps!
Feeders should go up on Labor Day and taken down in June.

Nowadays, richly scented soaps aren’t cheap, and we can’t always afford the ones we want. Often, we have to settle for commercially made soaps with only a hint of fragrance.
But what if I told you that you could make your own homemade soap? That you could choose any fragrance you wanted, and even put herbs, flowers or other things inside the soap? Would you be intrigued? Would you be willing to give it a try?
There are hundreds of great homemade soap recipes and we’ll start with a very basic one. It’s important to remember that sometimes it takes a few tries to get it right, but once you’ve got the process down, homemade soap making is easy and fun!

Basic Recipe For Homemade Soap
Ingredients:
Lye solution
Animal fat
Cool water
Scents, herbs or anything you want to add to the soap
Things you will need:
2 quart jar
Large pot (at least 12 quarts)
Candy thermometer
Wooden spoon
Soap molds
Rubber gloves
Something to cover soap at the end of the process, such as a towel, Styrofoam or Cardboard
The first thing you will have to do is make the lye solution ready for use.

A PORTRAIT of Queen Victoria’s favourite dog given to her ghillie John Brown is expected to fetch up to pound(s)5000 at auction next month.
The painting shows Border Collie, Fern lying on a grassy knoll. Victoria mentioned the beloved pet many times in her journals and her gift of the portrait showed the affection in which she held Brown.
Painted on Berlin porcelain, the picture was made in Bamberg, Germany. It was entered into the inventory of Windsor Castle in 1879 and then, as shown by the initials JB on the reverse, given to Brown.
It is to be sold at Bonhams’ annual Scottish Sale in Edinburgh from August 17. Bonhams director Gordon McFarlan, said yesterday: “It will appeal to anyone captivated by the romance of the story.”

On July 2, President Barack Obama signed H.R. 5623, the “Homebuyers Assistance and Improvement Act of 2010,” which extends the date by which purchasers must close on their home in order to be eligible for the homebuyer tax credit.
Eligible buyers with contracts signed by April 30 previously had until June 30 to close. The new law extends that deadline to Sept. 30. The Act became necessary due to the excessive number of potential homebuyers working with mortgage lenders, attorneys and settlement agents to close on their new homes.
Transactions since the real estate market crash have taken longer to close because of tighter lending guidelines along with the increased number of foreclosures and short-sale purchases that have longer approval times.
The crunch of the June 30 deadline became so intense that it was estimated by the National Association of Realtors that 180,000 deals nationwide — including nearly 10,000 in New York State — would miss the deadline and lose out on the tax credit.
The credit began in spring 2008, offering first-time homebuyers up to $7,500, to be repaid interest-free on personal income tax returns through a 15-year period. The credit was extended and modified in November 2009. The repayment requirement for the most part was eliminated, and the credit was raised to a maximum of $8,000 for first-time homebuyers. In addition, a tax credit of $6,500 was offered to long-time homeowners, which for the most part also does not require repayment. In addition to those modifications, income limits for potential homeowners were raised, which expanded the reach of the tax credit.
Other changes included in November were: the elimination of a tax credit for any home with a purchase price of more than $800,000; no dependents can receive the tax credit; and homeowners must be at least 18 years old on the date of purchase to receive the credit.
Qualified military service members who are on a period of official extended duty also will see the dates extended: The credit applies to sales with a binding contract in place by April 30, 2011, closed by June 30, 2011.
A person who must return to the U.S for medical reasons before completing an assignment of at least 90 days of qualified official extended duty outside of the United States may qualify for the same one-year extension.
The July 2 legislation also includes provisions designed to reduce fraudulent claims for the credit. The U.S. Treasury Inspector General reported recently that prisoners took advantage of more than $9 million in bogus homeowner tax credits. The IRS now is permitted to disclose tax return information to state prison agencies.
The recent extension should give attorneys, lending institutions and homebuyers adequate time to complete their closings and receive the tax credit.
